I have six+ peircings, and the one that you referred to is called a "monroe" :)
With mouth pericings, it's always a good risk because of the fact its right near the mouth! It will be a lot more sensitive than others, such as my industrial, but it won't hurt too bad unless you have an incredibly low pain tolerance!
When I got my industrial done, I took 1 pain pill 20 minutes before going in and 1 pain pill right after it was done!
The initial peircing does not hurt, but it is very sore and may sting for a small amount of time afterwards <3
If you take it out, the scarring depends on your skin and the person who did it (self-done will scar WAYY more, great professionals less) but its usually very slight or looks like a small dot.
